Keroro Gunso's 623, AKA Mustumi.
Japanese ppl get the name, for wannabees I've writen it 3 times in the pic. Just look.
Lil story of 623: His alien friend, Kurur(or meh) gave him a magic pen. With that pen anything 623 draws comes to life.
He's the third human kid you meet and the love intertest of Nastumi, AKA 723 (for the same reasons)
Done.

It's probably the spikey hair and the jacket, but somehow he reminds me very much of Naruto. Regardless, it's still a lovely drawing and an interesting concept though it's been used a couple of times before.
